I think the citadel of Namur is the city's most famous building, so it's nice that you can cycle to it. This is the hardest part though, because you have to go over cobblestones that are sometimes so far apart that your wheels sink between them. You're so busy keeping your bike upright (and yourself) that you forget it's quite steep. On the Rampe itself you can still swerve to the footpath, if no one is walking and you are not bothered by the manhole covers, but on the Route des Canons you can no longer do that. I feel sorry for the artillerymen who used to have to lug cannons up here.
Do not recommend on a road bike!
First part (rampe verte) has cobbles which are almost impossible on a road bike. This part also has an asphalt side walk though.
Second part (Route des canons) has better but still very bad cobblestones with stones missing everywhere. The technically is a bigger problem than the steepness. When wet, probably not possible on a road bike.
Said all that, half our group made it up so if you're crazy enough...
