Nice climb, very busy during the day. Good to pass by the tunnels to avoid the major traffic.
It's not bad if you go up early in the morning, with cool weather and little traffic. Not particularly difficult but not to be underestimated either, especially if the day's programme includes other climbs. Before the main tunnel, take a left onto the old road that has been converted into a cycle path, safe and away from car and truck exhausts.
Ascent on a wide road in very good condition. The ascent was made in the middle of summer at 8pm with absolutely no cars, the ideal time to make this pass, which is usually full of cars!
The other reviews are pretty comprehensive. Still, I would like to add, that in the middle section you are not allowed to go through the car tunnel (Forbidden!).
So you have to go through the old tunnel which is reserved for cyclists and is therefore safe and has a fine road surface.
From Briancon, good road surface but busy with truck traffic crossing the Alps the cheap way. Some nice hairpins and view near the top but scruffy ski resorts either side of the border. Made a short video of the top. https://youtu.be/AP9Jq4ZK2jA
As part of the route 'Granfondo Serre Chevalier' picked up this climb. Especially in the beginning you encounter some steep pentes, which in combination with the rather busy traffic do not immediately motivate. Then again, the long tunnel reserved for cyclists is a nice diversion. It also offers a nice view of the valley. After the tunnel, a few more hilly final kilometres remain.
