The first part from Kotor is a beautiful, gradual climb above the bay with stunning views. It's a fairly busy road (including buses), so don't forget your lights and be cautious in the curves. The next section is a climb through open terrain, and the final part is an interesting ascent near the summit. I rode it just before a storm, so in open terrain, don't forget about the strong gusts of wind.
I did the Kotor Serpentine up to the restaurant (the horizontal) because I had no idea the climb went any further. Still, the first part is definitely worth it. It is a good amount of hairpins with beautiful views of Kotor Bay each time. The climb is very constant and therefore doable. There is quite some traffic, but it doesn't really bother you (traffic mainly bothers each other because the road is actually too narrow to pass each other, but that's no problem for cyclists :-)
