The surface is bad, but it is possible to ride a road bike. Watch out for drainage grooves and fairly large holes when going downhill.

I have done the climb on foot, so I can't tell you anything about the severity and the condition of the road surface for cyclists. In general, the latter seems to be fine.
It is an incredibly beautiful climb in terms of scenery and views, especially after the valley station of the Glacier Express. Very little traffic (actually none, except 'other' cyclists). Dress well though, because it can be chilly on top of the mountain.
