I would recommend gravel tyres of 32 mm or wider if you want to attempt the unpaved part. It's hardly more than a goat trail and it's really no fun riding it. Why it's labeled the "Route Panoramique" is a mystery to me - you only get great views when you're about to turn back on the main road. However, overall this climb is worth it, especially the part after the restaurant La Lierre at 1,390 meters.

Nice route, very gradual but there is a caution, there is a Gravel section. I've also attached a photo. Then, as you leave the forest, you come to the road that climbs back up through Hauteville and Bange. Passable on a road bike, but unpleasant and with the risk of a puncture or torn tyre.

Carried out on 4 July 2020,
There is a quieter, harder and prettier alternative to the one shown here.
From Ugine, just next to the fire station, take the Rue du 11 novembre which joins the Route de Héry at a place called Le Château. You'll have to go through the barrier on foot and, if you need to, fill up with fresh water at the pool as it's not possible thereafter.
A little further on, head towards Bange, Hauteville (a small road on the left).
This slope is prettier in terms of scenery because it is less wooded, and the tarmac is just right at certain sections.
You will rejoin the original route described here above Hauteville.
Have a good trip and be careful
