The climb from Rascafria would be quite comfortable if you haven't knackered yourself on the Morcuera beforehand. But even for an elderly new starter like me, the two together are OK, partly because the road surface is good. If you are in Madrid with a bike but no car, you can get the commuter train to Colmenar Viejo and take the cycle path to Soto and then to Miraflores and up the Morcuera, through Rascafria to Cotos, then through Navacerrada to Villalba, with another commuter train from Villalba back to Madrid. back to Madrid

Rascafría and Miraflores de la Sierra are two good starting points for cycling in the Guaderrama. Miraflores is situated lower and therefore offers more altitude meters. Rascafría has beautiful natural swimming ponds where family members can forget about their cycling companion. A more experienced climber can combine Los Cotos, Morcuera and Canencia. But watch out for the heat, in the Guaderrama it outweighs the altitude. Take plenty of liquor with you, the sources are sparse and only in the two villages mentioned, are bars to be found.
