Only the last 500 metres are a bit steeper, but by then you can see the inn at Pen-y-Pass. The road here was busy though (weekday high season) with rushing scheduled services in double-deckers. Halfway through, traffic squeezes over a stone bridge, which does bring the speed down. I have driven it 2 ways (also downhill) and it is definitely recommended because of the stunning panorama's. On the Pen-y-Pass sits the youth hostel, with very good facilities and a lot of outdoorsmen.
As already mentioned, it is not a very difficult climb, but does get steeper towards the end. Busy road, but not so much in the evening. Beautiful scenery! You imagine yourself in the Alps at 2000m altitude.
Steady climb which steepens towards the summit but is never difficult and only reaches around 10% at the top. My experience was that cars and light vehicles were able to pass ok but that you may need to pull aside briefly to allow coaches to pass on the bendier sections. Great scenery.
