The character of the climbs changes when you're in the Berkhamsted part of the Northchurch/Berko area. The roads that climb from the Berko end are generally steep and parked up, and even if you're not forced to take avoiding action you may find yourself behind one or more cars that have stopped in the road, forcing you to stop or at least slow right down. All the roads from the High Street up to Shrublands Road are like this. Few of them go to the top, and maybe that's why Cross Oak Road gets quite a lot of cars, trying to make progress between parked cars on both sides of the road. However, if you get a clean run, it's a rewarding climb to complete. It's steep, for sure, and up through closely packed Victorian houses, but it's still quite nice. On the top section you get into traffic calming, which can be frustrating, but on the basis of a clean run, it's not a bad climb.
