Llandudno is a popular tourist destination and the climb goes up the main traffic route to the Great Orme summit. Cars are generally able to pass but the road unfortunately narrows right where it hits 20% where there are parked cars on one side and a tramway on the other. I did the climb mid-July (before school holidays) and got up unimpeded by cars or pedestrians but maybe I was just lucky. Timing of when to ride the climb might be something to consider.
