Col de Cabre is quite a nice climb, the road is fine in terms of road surface and on top is a truckers restaurant / cafe where you can eat or drink inside but there is no terrace. The disadvantage of this climb is that it can be quite busy on this road because it is the main road to Gap and cars drive pretty hard along.
As for the climb, it is not too heavy and certainly not too long, so it is doable.
This col is also filmed (in 2016) https://videos.kinomap.com/en/watch/d3ksja takes 50 min.
