The last km is loose gravel, and for this a road bike will not be sufficient. There is a short gravel section (100m) at the start of the steep half, showing what awaits at the top. The view from the top is quite good, although not at the same level as the nearby Semnoz (which you can see from this top).
You will find no cars on the steep part, although you might come across hikers and cows. The cows are also part of why the climb only receives 4 stars. This is also a result of the gravel road and the views that are beautiful, but not extraordinary.
