At the top, you can't just ride through either and have to dismount again. So it is not really a through road and actually provided for pedestrians, but many cycle on it to test themselves. Apart from that, it's highly recommended if you're in Porto. It's a good way to get from the river into the city without too much traffic and you have a nice view of the Douro, so even if you end up walking up it's not a lost diversions.
