Pretty fun climb if you like to ride in the middle of nowhere. It's a dead end, so little to no traffic.
The middle section's asphalt was horrendous, likely due to the summer storms of this week. A few people were working on cleaning up, but I doubt they fix it all. The first 1/3 offers some scenic views of the valley if you look back, and the asphalt was much better the final 1/3, but no fantastic view or fast descent.
If you're in or around Tolmin and like the silence, I'd rate it a 3/5.
