Elba is gorgeous for cycling.
Done this climb in September and to the highest (bikeable) point on Elba is well worth the effort. Clearly, the climb has two parts. First part with hairpin bends goes up gradually on good tarmac. After the turn-off, it gets steeper and the tarmac worse. Between the two turns along the tower is the toughest part of the climb. After that, it's a bit of a stretch to the top and the beautiful view.
