You can reach the start of the climb (Costa-Rustigazzo) from Lugagnano or Carpaneto. The road brings you to Parco Provinciale di Piacenza, which is a nature reserve in one of the quietest areas of the province.
The first part of the climb (From Costa-Rustigazzo to SP23) is on a secondary road. Some parts of the road are without tarmac (as of Nov 2023), and some the tarmac sections are still not well maintained. On the plus side, I encountered no cars here. The road has some fairly steep sections (10% and more) up until reaching the SP23 intersection. These sections are more difficult due to the state of the tarmac, be careful.
Once on SP23, the road quality improves and you start cycling inside the forest of the park. Gradients are easier but there are still some steep segments. Eventually the incline becomes softer and you will be able to enjoy a quiet forest ride in the middle of the park.
When I went there (November) the autumn colours were in full display, a truly amazing experience.
