Only 2.5% average, but don't be surprised because there are a number of bumps in the course (especially in the first half) with sometimes vicious inclines well above the reported 5%. The ever-changing percentages combined with the length makes it quite tiring. But what beautiful scenery! And you ride on a wonderfully quiet and car-free road so it is pure enjoyment. The road surface is generally reasonable, only just before and after the barrier on leaving Eupen is it very bad for a while (that you think: where is this going) but that is a stretch of at most 100 metres and there is usually an asphalt track to follow.
The climb ends where the tarmac ends (turns into sometimes coarse gravel) but before that (just after the bridge and the shelter hut) is a tarmac track to the right which brings you back to the main road.
